CERs are Certified Emission Reductions, an example of 'carbon credits', or 'carbon offsets'. They are issued in return for a reduction of atmospheric carbon emissions through projects under the Kyoto Protocol's Clean Development Mechanism (CDM).
Holders of CERs are entitled to use them to offset their own carbon emissions as one way of achieving their Kyoto or EU ETS emissions reduction target. Under the Kyoto Protocol, industrialised countries are required to reduce their emissions of greenhouse gases. The Kyoto Protocol envisages market-based "flexible mechanisms". These allow industrialised countries to meet their targets by trading emission allowances between themselves, and also by gaining credits for emission-curbing projects in developing countries.
CER prices are increasingly important in the EU and global carbon markets. CERs can be substituted for EUAs by European emitters to meet obligations under the EU ETS. One CER equates to an emission reduction of one tonne of CO2. |
